Once one knows it it seems quite obvious.  ;)

When I packaged libnet-dns-perl there was no perl packaging policy 
and not much/good general packaging documentation either. 
It was pure try&error and trying to understand Makefile.PL without
knowing PERL.

I am glad to have the policy now.
