I'd say that's a bug in the build process. I would suspect that
startperl should only be /usr/bin/perl-5.\d+ for the actual Perl build
and the distributed Config.pm should have startperl = '/usr/bin/perl'.
Please register this as a bug on perl-base if you agree...
