There was a meeting some months ago and the outreach team took the
decision to only include projects which has DD as a mentor. Comparing
with the last year, I think it is a good decision to keep Debian GSoC
scam free.

ack, I also don't think DDs are better than debian contributors. But the
current decision helps to keep GSoC in track. I suggest current mentor
of the project "New Contributor Wizard project" to convince a DD to
become a mentor.
