Project Proposal Review

I was asked on IRC to review the current project proposals for GSoC
2018 and see how robust they are, i.e. how clear and understandable
the requirements are to a prospective student.

As described, seems like a really simple project. Important, but
something that someone with the requisite knowledge could do in a
weekend.

The problems with this have been discussed already and sounds like
they will be addressed.

There's still some template text here and the requirements are unclear.

This proposal could really be improved with an example for prospective
students to attempt or an example of how this problem has been solved
before.

Otherwise the projects look pretty good and well thought out.
