That symptoms is known for KDE in 25.2.3. New for me that it's also for
Gtk3 (at least I assume that you use Gtk3 based on the info below).
I tried now and I was able to insert a .mkv in Impress and play the
presentation just fine.

Are you also using the nvidia binary driver? Or above firmware with
nouveau? (Disclaimer: I am not using nvidia and will not do so)
