hunspell-he can't to work without hunspell but it don't set as dependency.

hunspell-he is, like all other hunspell-* dictionary packages, just
providing data.  Data, as such, don't really require anything, whereas
it's the applications wanting to use the data that needs to depend on
whatever hunspell library/implementation they want to use.
