Hrmpf. I tried various buster upgrades when I moved the files and it simply
worked... (Even in a VM with GNOME, KDE, whatever installed. But maybe
that changes order so that it works.).
Ubuntu reported this some days ago, too, but as said never saw it myself.
I think if it was a generic problem this would have been reported LOOONG
