This is the same bug as #853149 which was closed on a formality
(reported against the wrong package due to confusing naming -- a
base is a base and a database is a database, isn't it ... anyway).
How to reproduce:
- Start libreoffice as root and open a .doc file, exit.
=> An empty directory
/var/spool/libreoffice/uno_packages/cache/uno_packages
with mode 700 is created.
- Start libreoffice as a normal user
=> Gives error as in subject.
As reported in #853149, making this directory world-readable
(704 suffices) removes the error. Alternatively, removing the
directory entirely also helps.
I know one should not run libreoffice as root (I did it by
accident), but even though, I think it should not render itself
unusable by normal users then.

No, the bug was closed because it was a user error.
The submitter said so himself and accepted that.
The "base" thing was just a discussion unrelated to that user error.
What was wrong?
A) root
B) HOME pointing to your user (su instead if su -)?
Then LOof course writes to $HOME.
ssh also won't take your key if you created .ssh as root in your home (or id_rsa)

No, doesn't. Since it's user data the user needs to write. And 707 (effectively 777 if it's root: root) is hopefully not what you suggest.
Alternatively, removing the directory entirely also helps.
It will be recreated on the start. It's LOs extension registration "cache".
