Bug#929923: missing dictionaries.xcu confuses non-US English locales (e.g. en_AU)

This part isn't important, but I'll address it for the record.

 1. My original problem is "Australian English users cannot click Tools > Thesaurus".

 2. One fix is "apt-get install mythes-en-au"  (note "AU" not "US").
    This is a bad fix, because mythes-en-au is old and
    not part of libreoffice-dictionaries.
