Definitely not. It's a wish for a new package -> wishlist
Neither does it affect the "libreoffice" binary package but
src:libreoffice.
It was not packages yet because it was not translated enough. Now
checking against 6.2.3:
my: no help translations
my: 71% translated, 29% untranslated
That sounds OKish.
(Using my quick and dirty script from
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=874195#15
- "my" was quite bad back then, as you can see.)
Maybe I should rerun and compare all languages.
Anyway, will consider (the pitfall is that this would need a trip over
NEW...)

Other distros or even LibreOffice (doing packaging of all languages) is
not a valid measure. Actual stuff being translated is :)
Too bad one can't automate this as it wold a) mean NEW trips on
unexpected new versions and b) remove packages which possibly are
referenced in tasks without notice.
