Remains from old days probably.

packages.debian.orgs file contents are grossly outdated. No news.

Which would make this a minor bug only, as it's only documentation.

True. Use pkg-config (PKG_CHECK_MODULES or however it's called)

In a change which happened months ago? No.

Besides that, it's called evolution and replacing it with something
standard. Other *-config removals didn't end up promimently either; this
is _developer_ material anyway.

(If at all, NEWS, and that one would bother too many people imho.)
