Bug#898746: myspell-tools: Convert into dummy transitional package depending on hunspell-tools

The contents of these packages are different,  and some packages *are* using
the old tools.

# grep-dctrl -FBuild-Depends myspell-tools -sPackage

Package: rus-ispell

And ttbomk some of them use the myspell-tools only tools. See below.

I hoped by completely not caring about this package people will be
forced to swich, but apparently not true, got NMUs instead.

At least the first two are missing. One can probably keep them there and
depend on hunspell-tools for the rest but that needs to be tested to not
cause unwanted side-effects...

Tust me, I know.

Which is dictionaries and not dictionary building/conversion tools.
