Not every upstream ships static libraries per default. So it is with graphite2.
Here there's not even a option to build them AFAICS.

So it's not missing, it's simply not there.

And I am not going to "invent" it and patch around in the cmake (brrr...)
build system for something which is/should be discouraged.

[ The build system builds static libraries, but only "basic" ones for the tests.
Those maybe could be misused, but whether that will work... 
 find . -name "*.a"
./build/tests/libgraphite2-base.a
./build/tests/vm/libvm-test-common.a
./build/tests/libgraphite2-segcache.a

And LO creates a static library just by custom-compiling all files and putting
them into an .a...]
