PDFTK also leaves the files unchanged, exactly as libreoffice does, another possibilty
could be qpdf:

Cannot go less mousey yet concerning this, it's kind of beyond my scope and too expensive
right now, I mean time-consuming, so currently there is no alternative to the
libreoffice-downgrade.
