Correct. Writer is not supposed to be able to import PDF.

There is libreoffice-pdfimport which is makes LO being able to open PDFs
but it mostly will have it as a image (in Draw). Which you then probably
can cut'n'paste or whatever into Writer

Nope. It's a text processor, not a PDF editing program.

Install libreoffice-pdfimport, maybe it will help you.

Otherwise: this is no bug and it will be closed.
