Bug#697917: libreoffice: Fails to recognise or create files with names invalid for UTF-8

The described behaviour does not match the “important” bug severity
definition: correspondents agree it is not a major impediment to
rename the files to be valid UTF-8. I am down-grading this to “normal”
severity.

This is a clear signal from the maintainer that the intent is not to
fix this bug. Tagging accordingly.
