The DTD files should be packaged independently, in a separate package.
One may need them without having/needing the whole OpenOffice suite 
available for a number of reasons:

. architecture (AMD 64)
. not enough disk space
. not enough CPU power
. not enough RAM
. no graphical display (server)
. ...

However, third-party tools can produce valid OpenOffice XML files, and
having the DTD to check those against would be useful and sometimes
necessary.
