Yes, that is correct and a valid wish. Among with an example, the text
should refer people to
 http://www.postgresql.org/docs/current/static/libpq-connect.html#LIBPQ-CONNSTRING
 (with a note that only the "older" keyword/value variant is
 supported; true URIs are supported in PostgreSQL only since version
 9.2 and the connector has not been updated yet)
 http://www.postgresql.org/docs/current/static/libpq-connect.html#LIBPQ-PARAMKEYWORDS

This is probably best done in the context of
https://bugs.freedesktop.org/show_bug.cgi?id=43369
(which would be even better) but it is a good first step on its own :)
