Bug#619113: OO.org ??? LibreOffice: `/etc/openoffice/` not removed because it is not empty ??? add note about purging

Package is already uploaded, so will leave it for one of next uploads. 

I'd prefer to first track dicts still referencing it unconditionally and file
bug reports to have it rebuilt against dictionaries-common-dev (>=1.10.5).
Most minimally recent dicts (~2 years) call the script conditionally, so no 
problem there, things will change in a natural way.

What I initially intended was to make the script just be

print STDERR "update-openoffice-dicts is obsolete and will soon disappear. "

but that will also be shown on conditional calls. Bug reports are better and 
less disturbing for users.
