I am having the same problem:
"The application cannot be started. The user interface language cannot 
be determined."

I'm running Debian Squeeze and, in my case, the problem started after 
last "aptitude full-upgrade",
Before last "aptitude full-upgrade", the openoffice.org installed was 
the version 1:3.1.0-5, and it doens't suffer from this bug.

In my case it's neither a permissions problem nor a ownership problem of 
~/.openoffice.org or anyother directory.
