It's not always easy to separate who is downstream and who is upstream,
since e.g. I'm involved both in the downstream and the upstream, and so
is Rene.

The way that makes most sense is to always report it downstream.  If the
bug is relevant upstream, then the downstream maintainer will forward it
upstream.  Of course, if you already know that the bug is
upstream-relevant, you are welcome to file it upstream which saves the
time for the downstream maintainers (which in this case Rene and
myself).  But if you're not sure where to file a bug, it's almost always
safe to file it downstream, IMO.
