Sorry, the mentioned step sequence is really not enough to reproduce the problem.
For me it also does not produce the problem.

Here is an other sequence which reproduces the problem:

1. Open OpenOffice.org and create an empty document
2. Open the attached test.html in iceweasel 3.0.6-1
3. Press Ctrl+A to select all text
4. Press Ctrl+C to copy the text to clipboard
5. Switch to OpenOffice.org and press Ctrl+V to paste the clipboard content
6. Press Ctrl+A to select all text again, now in OpenOffice.org
7. Press Ctrl+X to cut the text

Actual result: only the keyboard shortcuts are visible, the menu names are not

Expected result: the undo history should not show so much text that it
causes the Edit menu to be unreadable.

Here is the iceweasel 3.0.6-1 version details:

Title: Caius Valerius Catullus

Ille mi par esse deo videtur,
ille, si fas est, superare divos,
qui sedens adversus identidem te
spectat et audit

dulce ridentem, misero quod omnis
eripit sensus mihi: nam simul te,
Lesbia, aspexi nihil est super mi
vocis in ore,

lingua sed torpet, tenuis sub artus
flamma demanat, sonitu suopte
tintinant aures, gemina teguntur
lumina nocte.

otium, Catulle, tibi molestum est:
otio exsultas nimiumque gestis:
otium et reges prius et beatas
perdidit urbes.
