new ICU in unustable, FYI -- probably no action required



To maintainers of packages that depend on ICU:

I'm uploading ICU version 4.0.1 to unstable.  This version is fully
source compatible but is not binary compatible.  As such, your
packages will have to be rebuilt but should not otherwise need to be
modified, unless you depend on a specific version of ICU.

I am requesting the release team to schedule rebuilds of packages that
depend on ICU so the transition can go through.  There should be no
need for you to do a special upload unless you are currently working
around some issue with version 3.8.

There will probably be a second ICU transition to version 4.2 in the
not-too-distant future, but there were enough issues resolved by going
to 4.0 that I decided to do this one anyway.
