It works for the people in France (and thTa#s what it's intended for)

Your forgot Monaco (which I would assume most to be identical with fr_FR)

err? pidgin and tomboy don't use this afaik. Maybe over gtkspell which
use enchant, but..

And you did test it on all the locales and you can tell me that the
differences between french in france and those locales are such minor to
ignore those? or are there none?

The people who added that dict to the OOo dir probably had those doubts too, since the
2.4.x tree also has only fr_FR mentioned:

$ cat dictionary.lst
DICT fr FR fr_FR

3.0 though has

$ grep France description.xml
        <name lang="en">French "Classic and Reform 1990" spelling and hyphenation and thesaurus dictionaries. -- French (France, Belgium, Canada, Switzerland, Luxemburg, Monaco)</name>
        <name lang="fr">Dictionnaire orthographique français "Classique et Réforme 1990", dictionnaire des synonymes et des césures. -- Français (France, Belgique, Canada, Suisse, Luxembourg, Monaco)</name>

but also has an other version of the dictionary.
