Yes. That is the whole point of openoffice.org-writer2latex. You do not
get LaTeX export without it . (And before yuou come with that, yes, upstreams
vanilla OOo has an internal writer2latex copy in their packages; we just don't
package it and use the "normal" writer2latex - it's an configure option upstream).

That's also the reson why the openoffice.org metapackage  (which you obviously
doesn't have installed) depends on writer2latex.
Since the LaTeX expor is an additional feature many people won't need -writer does
not depend on it.
 
There's a bug, though that OOo shows the LaTeX export option even when
-writer2latex is not installed.
This is not the bug here, though. (And if it has the same symptoms, it doesn't
matter. The submitter reported it against an old version which had writer2latex internally
still).

But that bug will be fixed in 3.1 upstream.
