Note that problems also arise when saving. If you have UTF-8 locale and tell
OOo to save a document with e.g. ç.odt, it will convert this to latin1.
Sounds like a related problem. Perhaps some layer is choosing a non-utf locale
based on the language and uses that unconditionally for two-way translation?
So if you give it a filename in utf-8, it'll reinterpret it as e.g. latin1, then
convert (again) to utf-8, and try to open the result (e.g. ç.odt).
