Less than a week ago, the default square bullet in the Arial font
stopped working (at least for OpenOffice.org). Instead of the filled
square, I get an unfilled square.

OpenOffice.org uses character E801 as a bullet. It looks like something
with the font has changed as the problem can also be seen when loading
an old OO.o document that uses the square bullet.

When exporting such a document to PDF (from within OO.o), the bullets
completely disappear (there is just an empty space where the bullets
have been).

The default now are large dots / circle for bulletins. But you can change to filled squares.

Exporting to PDF keeps the bulletins as in OO.org.

Both were tested with the Arial font.

Closing the bug.
