Bug#404070: unable to open links to document with hebrew file names using opera browser

it appears i have a similar issue, i'm trying to open a link to a document (in 
this case, ms doc file but in general any other oo document) with Hebrew 
characters as filename and i'm getting the same dialog as described in this 
bug report. first i thought it's Opera's bug then i filed a report with them
but maybe it's an OO issue ?

don't mind the Hebrew if you can read it. go down to any link to an ms-doc 
file at the end of the page and try it out.
