Bug#336190: fails to open file with latin1 char in the filename

How do you test? Try this:

cd /some/empty/dir
LANG=de_DE aterm
locale (make sure it runs in de_DE, not de_DE.UTF-8 or so)
cp whatever.odf fölien.odf (with latin1 umlaut!)
start uxterm
type: locale and make sure it is using UTF-8 and your shell supports UTF-8
type: less f<TAB> (you will see, there is no problem accessing this file)
type: ooffice f<TAB> (you will see, it will tell you crap during the splashscreen)
mv f<TAB> fölien.odf (UTF-8 char this time)
ooffice f<TAB> (this time it does work)
