This is because of our more agressive split than Sun does, and so all of the base things actually are in base and the mail merge thing actually seems to want to access this. Hmm... The problem only exists when people not install the "openoffice.org" metapackage but the modules thhemselves, but OOo of course should not crash when the lib it wants to have is not there (like in the binfilter case where it also gives some meaningless error..)
