Bug#353995: footers don't work

No matter whether editing a template or a document, master view or
slide view, it's almost impossible to get View->Headers and Footers
to work. With very few exceptions I always found the checkmarks that
I set to enable slide number and date/time to be cleared when
I opened the document the next time 'round. Obviously the slides
didn't have the footers either.
