It is. It is a ooo-build problem and we (Debian) don't build with cairo
enabled.

This is *debian*-openoffice.

No. I disable cairo in the official packages and it's disabled per default in
ooo-build, too (didn't go into the ooo-build 1.9.118 release, though)
