How to reproduce the bug:

Create a 'horizontal oriented' bar chart with reasonably long labels
for the bars, like "programming time".

Resize the chart.  It "scrunches up" the text on the left, and it is
no longer completely visible.

It would be nice if it were possible to adjust the portion of the
chart dedicated to the text and the part to the chart itself.

This is default behaviour as selected by upstream. For consistency with 
other OOo distributions we should not fiddle too much with these. Followup 
requests (if any) should probably be sent to Openoffice.org's main issue 
tracker at http://qa.openoffice.org/.
