openoffice.org-l10n-ar: Package installable...but does nothing

Justification: renders package unusable
This package, as well as all -l10n-* packages built for 1.1 versions are
actually mostly useless. They currently conflict with "openoffice.org" but
removing this package leaves all OO binary packages.
As a consequence, users can install OO and the l10n packages...but these
appear as useless (and *are* useless).
As a consequence, these packages should actually be removed from the archive.
I may be wrong with my interpretation, though, so please don't take the RC
severity badly and just close this bug if this is a known issue that is
supposed to be dealt with another way in the future.
