Bug#336243: openoffice.org: more control over number format in csv import

Hello,

when I import csv files with numbers like "1.234,56", OOo seems to treat
them as a string. These are treated as a number if the locale is de_DE,
but it's very inconvenient if one has to import many files from
different sources.
