Bug#335266: openoffice.org-common: Dependance on openoffice.org-l10n-en-us, why not | openoffice.org-l10n-2.0.0 ?

For non-english users, openoffice.org-l10n-en-us could be removable.
Why not using the same depencies concerning localization as
openoffice.org-core ?
openoffice.org-l10n-en-us (>> 2.0.0) | openoffice.org-l10n-2.0.0
