I suspect that the lock directory should be
/home/akumria/.openoffice/1.1.3/ rather than 1.0.1

but it works, hence the minor tag.

No, it should not.
OOo creates this directory when you run it for the first time.
When OOo becomes a higher version the directory get's linked through the 
~/.sversionrc.
