They are built but just not enabled per default (as you say in the subject).
Just go to the Options and enable it...

There are reasons why they are disabled:

- need utf8-encoded filesystem. Not all persons use utf8. And if you
  don't you won't be able to open your files with e.g. the GNOME Fpicker
  when they have non-ASCII characters

- not everything is supported. AFAIK you can't open file over
  HTTP/Webdav directly using them.
