This is no bug. OOo uses binary-only zips of Mozilla 1.0(!) for this. It
somehow has been still enabled for i386 but I disabled it in 1.1.4-4.
Originally because I wanted to build with g++ 3.4 and the ABI differs
anyway. I also don't think shipping *binarie* of a ancient mozilla
version and using them is, well...

It was disabled loong ago on !i386 (because there were no zips for it), now
i386 got disabled too.

OOo2 also won't have the Mozilla adressbook stuff because it has two
possibilities to achive that:
 a) binary zips again
 b) build an own patched mozilla from scratch

Both are insane. a) because of the above reasons (and they were removed
from the source anyway) and b) too because building an own mozilla is,
well... And it's 1.7.5 currently and this would be made to use
1.7.10/.11 or so.

This is a wish for reenabling it -> wishlist. And since we probably
won't enable this again until OOo can be built with the real mozilla
(which I fear won't happen really) this also is wontfix.
