Bug#284487: gtk-gnome file picker should be optional

Surely if someone installs the GTK/GNOME integration packages they
should get all of the integration by default, and if someone decides
they want GTK+ menus but not GTK+ file selectors they can then change
the option?

The current half-and-half setup seems a little odd...
