Bug#278668: must set LC_ALL for locale to take effect

     Hi,

 Here's the output of locale under GNOME:
 bee% locale
 LANG=fr_FR@euro
 LC_CTYPE=fr_FR@euro
 LC_NUMERIC=fr_FR@euro
 LC_TIME=fr_FR@euro
 LC_COLLATE=fr_FR@euro
 LC_MONETARY=fr_FR@euro
 LC_MESSAGES=fr_FR@euro
 LC_PAPER=fr_FR@euro
 LC_NAME=fr_FR@euro
 LC_ADDRESS=fr_FR@euro
 LC_TELEPHONE=fr_FR@euro
 LC_MEASUREMENT=fr_FR@euro
 LC_IDENTIFICATION=fr_FR@euro
 LC_ALL=

 If I launch "oowriter" in this context, I get english menus.  Launching
 "LC_ALL=fr_FR@euro oowriter" solves this.

 Whatever I configure in the Language settings is discarded, only LC_ALL
 seems to matter.

 Since I see LC_ALL as an overwrite value, and since defining it
 globally in my environment would forbid me to change a separate locale
 setting, I thing this is a bug in openoffice.org.
