Bug#275644: openoffice.org: spacing above paragraph is ignored at the beginning of a page

Start a new document. Go to Format -> Paragraph. On the Indents & Spacing
tab (which is the first one, and thus probably the one visible already), in
the section Spacing, set Above paragraph spacing to some distinct value,
like a few mm. Hit Ok, nothing changes.

Start another document, type some text, hit enter to begin a new paragraph,
then do the same as above. The cursor is moved down and your second
paragraph does have the leading space as expected.

This _does_ matter, because on multi page documents the leading space at the
top of the page may need to be different. I'm not sure (haven't tried yet)
if it is even possible to set different page sizes within a single document,
though it probably is.
But just changing paragraph spacing is just a lot easier to do. And it is
the natural way IMO to change this for e.g. headers which you would already
expect to have some spacing.
