There is a template in CVS. As I wrote in the announcement a long time
ago which I sent to you too. see Debian CVS.

They are not. They (mostly) are packages together with the ispell stuff (where
the .zip's on the OOo server are generated from). And as Chris wrote in
an other message it is better if people maintaining myspell-foo actually
speak foo... There are some where myspell-* is packages from the zip but
those are exeptions, either because the ispell one is not packaged or
for some other reason (packaged separately from the start).

I do not see the sense in taking those when you can create them from the
"source" (i.e. the ispell dictionaries). Most myspell-* packages in Debian are
created from the respective ispell dictionaries. The exception proves
the rule.
There even is a wishlist bug for creating myspell-nl there. See
http://bugs.debian.org/237974. It would be better to do it this way.
And additionally: I don't trust anyone putting dictionaries there caring
for licensing, as I've seen in some hyphenation stuff..-

It would be relatively easy to yes, but every package would have the same
version number -> suboptimal. You need to update all myspell packages in one
row when only one changes -> suboptimal. When the ispell dictionary is
enhanced the myspell dictionary isn't. Etc...
