Bug#266042: OpenOffice.org new translations: incorrect dependencies

I believe the dependencies are incorrect.

> Depends: openoffice.org (>> 1.0.99+1.1)

However, I had openoffice.org 1.1.0-3 installed, as well as the above
package, and it did not work.  I typed:

    $ LANG=cy_GB.UTF-8 oowriter

but the interface appeared in English.  When i upgraded the openoffice.org
package to 1.1.2-3, this fixed the problem.

Welsh is only supported in the official OOo from 1.1.2, so I suspect
the dependency line should be fixed as follows:

> Package: openoffice.org-l10n-cy
[...]
> Depends: openoffice.org (>= 1.1.2)
                           ^^^^^^^^

I suspect this may apply to the L10N packages for other languages added
recently to OpenOffice.org, too.
