Because of the language? If you want everything in spanish, just install
the spanish language package.

This is even more bogus. Why should you want to force people installing
the big help if the install the l10n package? Not all people need the
help and why should they install it?

Then just install it.
Anyway, the first part is a wish we won't do and the seconf is even more
bogus as I descibed. Downgrading to wishlisht and tagging wontfix.
Fixing the title, too.
