Debian migrated to Python 2.3 some times ago. The act of building uses
system libraries and utilities. what's the problem?

Sure, no depedency forced but pythonists could use it to manipulate OOo
files (like converting).

As for me, it's a bug in the way that Debian's OOo has less features
than the upstream one.
I know the BTS has no such a feature but I vote for this bug.
