Bug#228117: spreadsheet csv import type conversion error

Doing a CSV import some vealues seem to be converted in a wrong way.
e.g. a file containing a line like this:

19331.640822,95.7035,0.0,0.0,0.0,0.0,1.8526,0.0,0.0,0.1926,0.0,0.0,0.0,0.0,0.0,0.0

Is displayes correctly in the import dialog, the value 1.8526 is shown
like in the original file. After importing it changes to: 01.01.8526
which seems to be a date value. 
Changing cell formating results in completely wrong values.

The language setting for the document was en_GB.
