1. It isn't 8 points; I'm not actually sure what the relationship is
between the number 8 and the size, but it seems to translate to
something bigger.

2. It is already configurable - Tools->Options->View->Scale

It doesn't need a KDE daemon - it reads the settings directly from your
~/.kde/share/config/kdeglobals.  I'm not sure about the Gnome settings.
