package openoffice.org-spellcheck-de-at should require 
openoffice.org-spellcheck-de and both dictionaries should be marked as 
de_AT dictionaries for OO.o, just as I suggest to do in my README file 
of the dictionary:

DICT de DE de_DE

DICT de AT de_AT
DICT de AT de_DE

this way only the huge German dictionary has to be installed once and 
the much smaller AT additions are just installed *in addition* to 
that and the -at package is just a few bytes in size.

Also please consider to hand over the maintenance of this package to 
Roland Rosenfeld; he maintains the German / Swiss German ispell 
dictionaries and word lists; from the very same sources the myspell 
(OpenOffice) dictionaries are built, too.
