The open dialog should initially display $PWD.  Currently it shows
/usr/bin (even $HOME would be better than /usr/bin, for example if OOo
was launched from a desktop).

You can change that yourself:

Tools - Options - Paths - My Documents. Set it to your home directory
and be happy :)
